The apartment building is a monument of urban planning and architecture of regional importance. It was built at the end of the 19th century for a well-known person in Rostov, a lifelong member of the Board of Trustees, V.M. Kotlyarova. Then he passed into the possession of his son, Ivan Vasilyevich Kotlyarov. After the revolution, the house was nationalized.
