The Kalmyks are descendants of the Oirat Mongols, the only people in the European part of the Russian Federation who speak one of the Mongolian languages. At the end of the 16th century, they moved from Central Asia to the lower reaches of the Volga River due to internal disagreements with other inhabitants of Dzungaria. In the process of settling the new territory, the Kalmyk Khanate was formed. It was subsequently abolished by the Russian sovereigns.
During their existence as part of the USSR, the Kalmyks had to go through a series of severe misfortunes. The Civil War, famine, the Great Patriotic War, deportation to Siberia and Central Asia – all these events led to a massive population decline. The Kalmyk people were rehabilitated only in 1957.

The museum was established on March 25, 1921 at the Archive and Museum section of the Department of Education. The exhibition was based on collections collected by historical scientists Nikolai Nikolaevich Palmov and Pavel Sergeyevich Rykov. Nikolay Palmov headed the joint section. At the end of the year, the museum and the archive were separated and Nikolai Nikolaevich remained in charge of the archive. The museum was opened to the general public only in 1931. At that time, he occupied two small buildings on Suseev Street.
